TREAD Compliance: Case Study
Complete assessment and reporting solution helps manufacturer effectively comply with government regulations.
Snap-on recently implemented the Snap-on TREAD Reporting EngineSM for a Leading Bus
Manufacturer to support their Early Warning Reporting requirements for the National
Highway Transport Safety Administration's (NHTSA) Transportation Recall Enhancement and
Documentation (TREAD) Act. In addition to providing the early warning reports, Snap-on
helped the firm to develop a platform on which they could build their own internal
analytical reports and proactively find and address potential quality issues quickly.
Issue: TREAD Early Warning regulations are complex,
difficult to understand and are subject to frequent changes and multiple interpretations.
This Bus Manufacturer had concerns as to whether they were properly interpreting the
regulations and would be submitting the right data in the correct format. Failure to
promptly and accurately submit reports to NHTSA could result in costly fines.
In addition, the TREAD-affected companies have to gather data from numerous systems and
departments across the organization. This Manufacturer knew they had some of the required
data in electronic format, but they were unsure how to link all the data sources together
and map them properly to NHTSA standards. The Manufacturer also wanted to understand how
best to translate current and historical paper reports into electronic format preferred
for the early warning reports.
Solution: Initially, the team from Snap-on worked closely with the Manufacturer on
a "gap analysis" to assess their current situation and requirement for reaching compliance.
This phase included a thorough mapping of the Manufacturer's data systems and creation of
a matrix for it to understand specifically which areas needed to be addressed. Then,
Snap-on presented a final recommendation for the most effective approach to achieve total
compliance.
With the Manufacturer in agreement, Snap-on implemented its TREAD Reporting
EngineSM and configured it to meet the Manufacturer's needs. The Snap-on TREAD Reporting
EngineSM is built on Microsoft technology, the core of which includes an
SQL Server database running on Windows 2000/2003 servers. The middle-tier functionality is
built using VB, running the services as COM+ components. The presentation layer of the
application uses .asp pages hosted on an IIS web server platform.

All of the TREAD Reporting
EngineSM functionality was tested, fine tuned and retested. Specifically,
the Snap-on team performed multiple testing cycles to ensure that the data for the NHTSA
reports were properly formatted and accurately constructed from the imported information.
Results: By utilizing Snap-on's experience and TREAD Reporting
EngineSM, the Manufacturer was able to:
- Quickly understand its current state and prioritize its EWR requirements
- Achieve total compliance before the critical deadlines to avoid any costly fines
- Install a system that would be flexible and allow for future changes by NHTSA
- Reduce total cost of project development and maintenance compared to in-house development
- Create a foundation for development of more detailed analytical reports
