TREAD Compliance: Case Study

A Leading Heavy Truck Manufacturer recently engaged Snap-on to assess its readiness to fulfill the specific Early Warning Reporting (EWR) requirements of the Transportation Recall Enhancement and Documentation (TREAD) Act. Syncata was also tasked with defining the activities and priorities that would enable the Manufacturer to achieve its quality goals and proactively identify behavioral patterns and quality trends within its operational data.

Issue: The TREAD Early Warning Regulations are complex, not necessarily easy to understand and are subject to frequent changes as well as multiple interpretations. Because overdue or inaccurate report submissions could result in costly fines from NHTSA, this Manufacturer had concerns as to whether they were properly interpreting the regulations and whether they could locate and consolidate the required data internally.

In addition, due to increasing costs of warranty expenses and recalls, the Manufacturer wanted to consider the options of building additional functionality into their TREAD-compliance. This option would serve to internally examine their operational data and aggressively look for potential quality issues.

Solution: The team from Snap-on worked closely with the corporate and divisional compliance managers to assess the current status and determine which options would most effectively achieve TREAD compliance. During the engagement, the Snap-on team was able to observe and interview business users from many different areas of the organization. Similarly, the team was able to evaluate existing data structures and extract formats from several of the operational systems.

Upon review of the current charter details, Snap-on recommended several options, including an alternative architecture that would include the deployment of a SQL-Server based approach to TREAD reporting. This option would not only support the TREAD compliance initiative but would also lay the foundation for future objectives described by the corporate and divisional representatives.

Results: By utilizing Snap-on's TREAD-specific experience and technical expertise, the Manufacturer was able to quickly assess its current state, understand the activities and priorities necessary for TREAD compliance, and incorporate a long-term strategy that focuses on early warning failure detection and product quality enhancements.
